Prevent users from getting to Keycloak account management #213

There are corner case scenarios where users are ending up on the Keycloak account management screen after registration, which can cause future issues for them (see #212). Let's fix this so users are always redirected to the HMDA filing app after a successful registration.

This was fixed in prod via the the keycloak Admin console. This will be fixed in all dev envs via #220.
