Reorganize the person-specific directories in tools #5

Under tools, there are directories specific particular people. This naming convention makes it unclear what the code in these directories is meant for. I propose that:

  1. If the code in those directories is no longer relevant or does not work, it should be removed. Note that the code will still be preserved in the history of
  2. If the code in those directories is still relevant/functional, but not useful/relevant to general users of the package, it should be moved to a fork of this repository or some other location.
  3. If the code in those directories is still functional and relevant to general users of the code, we should move it elsewhere in the package or just move it one level up to the tools directory.
