Simplify the "payment for spaces" logic

The logic as stands is a little weird. Instead, when spaces are adjusted, a new accounting item is created or adjusted to reflect adjustments. Use a distinct accounting type for automatic adjustments. The existing "space fee" is never adjusted, but is taken into account for the automatic adjustments.

The intent is to have the top-level accounting show as a negative amount until paid.
