Once cilium/cilium#31082 has landed, we should test that there's no regression in this area.

A reasonable check would be run a test (similar to no-ipsec-xfrm-errors) that looks for any relevant entries (OUT UDP for the TUNNEL_PORT) in the BPF NAT map. Need to make sure that there's no false-positives.
