Issue description

There are inconsistencies in how HTML page titles are written.

Follow @kristinacyin's document by using her commented suggestions as a instructions on how to adjust our html page titles on get.gov titles and changing routes as needed

Acceptance criteria

  • change the html page titles for get.gov by using this document. All get.gov titles with Word document Suggestions are the ones that need to be changed.
  • change routes, as indicated

Additional context

Discussion on Slack thread about changing tab titles to start with more specific information to generic & maybe removing unneeded information

Paul, ping @kristinacyin. During New Triage, we'd like to clean up and make obvious that exact changes that are being made. In "suggest" mode in the google doc, it's a little hard to determine.
