Change text button on Rejected domain requests from "Manage" to "View"

Issue description

In a prior ticket, we removed some language and the ability to withdraw a rejected a request. Currently, when a user clicks "Manage" on a rejected request they just see a view only summary of their rejected request. This means there is nothing to "manage" on the request, they can only view the information. Considering this, we should change the button to our "View" version with the visibility icon.

Acceptance criteria

• Change "Manage" button to "View" button with visibility icon on Rejected domain requests in both org and standard views
