Issue description

As a user,
I want to request to delete a domain (at renewal or other times)
So I get rid of domains I don't need and don't have to rely on email

As a program,
We don't want users to email us with sensitive requests like deleting a domain
So that we can rely on the inherent trust of their authentication to our app and not drop to unauthenticated email
