Issue description

While addressing #3097 , it was discovered that pre-2003 .gov domains were included within the eligibility change with creation dates that need further review.

  • Is there a reason we're looking at non-federal domains listed as created before 2010 if GSA allowed non-federal governments to have .gov domains 2003?

  • For our non-federal domains listed as created before 2003, is there a non Verisign source for domain creation that we can cross-check with our Verisign registry deposit files?

Acceptance criteria

  • Cross-reference non-federal domains created before 2003 with possible inaccurate creation dates
  • Cross-reference non-dc domains created before 2003 with possible inaccurate creation dates
  • Update Domains with Likely Inaccurate Early Creation Date spreadsheet with findings.

Additional context

We have been reviewing .gov domain eligibility for non-state/federal .gov documents created before 2010. There may be additional non-federal domains created before March 2003 with inaccurate creation dates.

@MzBowieFan77 or @katypies does this one have to be End of Pop, it feels like this one could be done any fed employee and isn't needed for knowledge share (though we could still do it by March 28th if we want to mark this as high priority in general).
