FLAT (The FoLiA Linguistic Annotation Tool) is a web-based annotation tool for FoLiA documents, so supporting a wide variety of linguistic annotations. I added a public interface to FLAT to allow third-party tools to anonymously upload FoLiA documents which can subsequently be viewed and edited by the user. I think it would be good to hook our public FLAT instance at https://flat.science.ru.nl up to the switchboard? This functionality was introduced in proycon/flat#50 and is documented here: http://flat.readthedocs.io/en/latest/administration_guide.html#public-anonymous-upload-for-third-party-applications
