"mixer bundle create" should show a different message if it's an upstream bundle being made "local"

Currently, "mixer bundle create " or "mixer bundle create " both say:

Created bundle "bundle name" in /home/user/mixer-workspace/local-bundles"

For a brand new bundle, this message makes sense. However, for an upstream bundle that is being "made local" doesn't make sense. I think it should say something like "Making upstream bundle a local bundle in /home/user/mixer-workspace/local-bundles".
