Split the TypeScript quickstart into a TS quickstart & React tutorial

Currently the TS quickstart guide spends a fair amount of time getting a user set up with React. It's reasonable that this should be separate from the TypeScript quickstart.

I think that the React tutorial should however either use the same server module as the quickstart (and be called the React quickstart) or be Blackholio (which really should be built with Phaser).
