Searching "everything" should find every thing

In order to ensure our users can find their way to all the relevant documentation for our service, we want to ensure all our website content is indexed and available for searching "Everything".

Acceptance Criteria

• GIVEN I am looking at cloud.gov in my browser
  WHEN I search for a term that appears in the [News|Knowledge Base] section
  THEN I see the term appear in results in the Everything section
  AND the number of results is equal to or greater than the results for the same search in the [News|Knowledge Base] section.

Examples illustrating the problem:

• Search for binary buildpack.
  • Searching in Everything turns up 3 results
  • Searching in Only cloud.gov turns up 14 results
• Knowledge Base article not appearing in Everything.
  • Search for managing egress in the Everything section
  • Search for managing egress in the Knowledge Base section
  • The "Managing egress traffic from your app" knowledge base article only shows up in the latter section.

Today I was trying to determine what BOD (binding operational directives) we have in cloud.gov site and this issue is still really frustrating.

• https://search.usa.gov/search/docs?affiliate=cloud.gov&dc=4275&query=BOD : "Only cloud.gov" has 4 results
• https://search.usa.gov/search/docs?affiliate=cloud.gov&dc=3864&query=BOD : "News" has 1 result
