🚀 Feature Request: Add support for --keep-vars with wrangler versions upload

Describe the solution

Currently, on using wrangler versions upload, the environment variables set from the CF dashboard are being cleared Strangely, the encrypted variables are preserved. Given there is no --keep-vars option, there's no way to override this behaviour.

Expectation

• Similar to wrangler deploy, there should be a support for --keep-vars which can be passed to preserve all the environment variables.
