(Medium) I'm annoyed but I'll live

Description

If the SCIM API availability on the Organization changes then the Teams should be reconciled

Reproduction steps

1. Create an Organization with invalid SCIM Configuration
2. Check that the Org & Team show SCIM API not available
3. Fix the config on the Organization
4. See that the Org is updated, but the Team is not
