ESXi Version Compatibility

I am unable to build on ESXi 7.0U2. Packer will download the Ubuntu ISO and upload to the datastore after changing to 22.04.5 but fails to build with the following error:
Build 'vsphere-iso.foundry-appliance' errored after 2 seconds 335 milliseconds: Invalid configuration for device '0'.

I am reading the vsphere plugin documentation as my next step in troubleshooting. I went down the build path as the v0.9.2 will import but fail to start.

@tylerobara Thank you for reporting this.

Since Broadcom removed the ESXi free tier, we've been moving away from supporting the build on that hypervisor. The #57 draft PR tracks the latest development, though it may be a month or two before the next release.

I recommend trying to build in VirtualBox or Proxmox from that branch and see if it works.
