Currently, if the user creates the intervention plan but doesn't add an intervention, the component from the case overview page remains in its empty state (see behavior in the video below)

Implement an intermediary state for the "Plan de intervenție" component in the case overview page
If the plan was created but the user hasn't added any intervention yet, display the following intermediary state as depicted in the design.
