Should self-hosted Codecov admins should be able to perform tasks that require or repo admin access? #120

I think we have a situation, where a Codecov admin cannot delete flags/content, etc. I believe this is a bug, and we should make sure that anyone with admin rights in Codecov is able to perform all actions, regardless of their GH privileges. |

In my opinion, a self-hosted / dedicated enterprise cloud admin should have should have these privileges. From an RBAC perspective, these are global account admins, and have gone through the most rigorous approval process we have available (an infrastructure yaml level approval, presumably with PR review). I agree with @vlad-ko that this, then, roughly a bug. |

Current some activities , such as deleting flags, are restricted to organization and repository administrators.
Should this ability be extended to instance admins?
I can see security logic for both sides.
