Builds on prior work from #247, #255, #295

  • modified billing_records is incorporated into large Map parsedLastResult to pass to recalculate of rules engine.
  • make setback_temperature and setback_hours_per_day optional again for recalculate of rules engine.
  • usage_data is updated in useState and provided back to other components

Maybe the trouble with the python error that we saw during the hacknight was just something not being fully refreshed?
