Fix Heating system efficiency % input field to accept a percent value instead of a fraction corresponding to a percent

The user should be able to enter values in the range 60 to 100. For instance, to enter an efficiency of 80%, the user should be able to enter 80. Currently, the field only accepts values in the range 0.60 to 1.00. Underlying code in the front end or the rules engine may need to convert from the percent value to the fractional value.
