specio badly needs major changes. Amung them

[ ] Documentation
[ ] Discovery on windows
[ ] Review the file / io architecture via protobuf
[ ] Refactor raw_measurement methodology / decoupling

At which point specio will be upgraded to 0.3.0 with the next target feature set involving more instruments or more instrument types
