For example, if students make a bad measurement, should teachers be able to delete & allow or force them to make a new measurement (and possibly pop up a window in student's story to redo the measurement)?

This would be very cool functionality, but I think in the short term we should make the measurement guardrails more robust so students don't make crazy measurements and then after a longer-term rollout of the dashboard, get concrete feedback from teachers about what abilities they would want to have from the dashboard.
