Tutorial showing how to build a simple app (such as Counter) built using different levels of the stack such as an ABCI app, a module in Cosmos SDK, smart contract in Ethermint (?), etc.

so, the same app (functionality-wise) at each level? i kind of like this. BTW @gamarin2 here's an example of a tutorial that would makes sense to be in the academy rather than in a specific repo's documentation.
