Create 08-wasm ethereum light client structure

Find a reasonable place in the ibc-go repo and create a skeleton structure for an 08-wasm light client. This issue does not include any of the actual light client logic, as that will be moved over in #7594.

Definition of done:

• Basic project structure
• Generated types from proto files
• Working 08-wasm light client implementation (in that it can be deployed and will accept the messages from the 08-wasm go light client module)
• Basic CI pipeline that builds and runs unit tests
