From the wiki https://en.wikipedia.org/wiki/List_of_states_and_territories_of_the_United_States, it's not.

The Federated States of Micronesia is not a state nor a territory, but is associated with the US.

The regions listed under US in this lib match the 59 State/Possessions and 3 Military "States" listed by USPS.

Depending on how you're using this data, it may or may not work for you. Addresses are hard.
