Provide more detail on ROI generation in fLoc ?

Related to #47, I'm having a bit of trouble navigating the roi folders in the fLoc portion of the dataset, and the README doesn't spend a lot of time on this part of the dataset (although it's obvious that a lot of work went into it !).

It would be great to get more detail on how the ROIs were generated, for example, related to how processing steps were chosen (e.g., in the filename _cutoff-7.95_nvox-776_fwhm-5_ratio-0.8_desc-smooth_).

I made it more obvious from the main fLoc readme how to find the scripts and pipeline description, it was hidden under the fLoc/rois/code directory.

Do you think that's sufficient?
