References can only be normative if they are cited normatively in the
document (i.e. as part of a requirement “shall”).

Currently, while they are important, they are not cited normatively and
cannot be listed in Clause 2.

Please insert at least one clear requirement to use either document (e.g.
“For xxxx, ISO/IEC 14882 shall be used” or “xxxx shall be as per ISO/IEC TS
19217.”)

[intro.compliance] already provides an explicit reference to ISO/IEC 14882:2014; they probably didn't look for "C++ Standard" but only "14882".

FWIW, #102 adds an explicit ref to Concepts-TS.
