On some systems, a simple Tor network created with Chutney fails to achieve consensus. All authority nodes receive 404 errors from the other authorities, and they never receive any votes. This effect was observed on the tock and tick6 nodes in the CrySP RIPPLE cluster. Identical experiments succeed in other environments, such as virtual machines.

This appears to be caused by having an inappropriate MTU set inside the emulated network. Large incoming packets get dropped.
