What

Reconfigure ArgoCD has high availability.

How

ArgoCD project provides installation YAML for HA.
We will apply ArgoCD-HA based on this YAML.

Identify differences between Single and HA Configuration.
Identify the necessary container and develop one for Neco.
Put the container to ghcr.io.
Develop YAMLs for HA.
Create test cases for HA.
Test in the dctest environment. it include conduct the manual test case.

Checklist

Finish implentation of the issue
Test all functions
Have enough logs to trace activities
Notify developers of necessary actions
