"ECG" filter does not work #103

Messages like the following does not show up when ECG is filtered

[ECG] SUTD X ESSEC Create4Good Hackathon
[ECG] NUS Open House 2023

This happens because "Read" and the relevant important-ness ("Information", "Important", "Urgent") filter have to be selected as well

Whether this is intuitive to the user is still being investigated
