A simple way for people to draw shapes on a map by snapping to existing streets, exporting to GeoJSON.
The idea comes from my own mental model of neighborhoods really being tied to street boundaries, so a Google maps-like "snapping" and "pull and drag" behavior on maps might lower the barrier for very quickly drawing neighborhood boundaries.
