We should update the module to be compatible with NEST3.0:

E-GLIF (@AliceGem )
kernel-based plasticity (@Massimogri, @francesshei, @alberto-antonietti, @AliceGem )
frequency-based plasticity (not priority for now - new models integrating NO will be directly implemented compatible with NEST3.0 @alessandratrapani)

Future direction: having all in NESTML so that extension modules compatible with new NEST versions can be easily generated.
