[QA] Passport | Loading icon appears outside of the passport while scrolling (badges still loading)

Issue Description:

When opening the passport (own or other users) and scrolling while the badges in the first row are still loading (indicated by a loading icon), the loading icon remains outside of the passport, creating a visually odd appearance.

STR:

1. Open the passport (either your own or another user's).
2. Scroll down while the first row of badges is still loading (loading icon visible).
3. Observe that the loading icon appears outside the passport interface.

❌ Actual Result

The loading icon moves outside the passport UI when scrolling before the badges have fully loaded.

✅ Expected Result

The loading icon should remain within the passport UI boundaries during loading, regardless of scrolling.
