After going through the list of current deferred projects a few key takeaways:

We should probably wait for more stability in the Pepr API
Seems adoption is a mixed bag as far as how much it weighs on approval, but wouldnt hurt to wait
Another using org would be really good for the submission

Will keep this issue pinned and wait for a bit to focus on it again.
