Describe what should be investigated or refactored

The image digest CI task is consistently or at least frequently failing in CI. It needs investigation

  /usr/bin/git push --force-with-lease origin update-digests:refs/heads/update-digests
  remote: Permission to defenseunicorns/pepr.git denied to github-actions[bot].
  fatal: unable to access 'https://github.com/defenseunicorns/pepr/': The requested URL returned error: 403
