[FEATURE]: Cert-CSI feature request for disconnected clusters

cert-csi uses a centos image for the test suite. for disconnected clusters, it maybe helpful to allow customers to reference a locally mirrored centos image for testing as a command line parameter.

Hi @dancohen21. Could try https://dell.github.io/csm-docs/docs/support/cert-csi/#use-configurable-container-images and see if it works for you?

You should be able to specify an image in a private registry.
