[FE] Home Page Banner Alert when VVA is down

Story

As a FOIA and Privacy user, I want to know when when VVA functionality is down in eFolder express, so I know if my completed file contains all the documents.

Acceptance Criteria

• Verify that when VVA Is down there is a banner at the top of the home page
• Verify that when the copy of the banner reads 'eFolder Express can not retreive VVA documents at this time. You may continue to download VBMS files. '
• Verify that there is a wrench icon (from Reader messaging) to the left of the message

We could also make it super easy on ourselves and show this on the retrieval page instead of a full blown error message?

Reopening though since VVA seems to be going down more often. Something for Tango (cc @tomas-nava @chandracarney ) to consider as an eFolder improvement!
