Pre Docket

- Only Appeals can be pre-docketed. Does not apply to HLR or SC.
- Requires feature toggle
edu_pre_docket_appeals
to be enabled - An appeal is in the pre-docket if it has at least one request issue that is marked as needing pre-docket
- Pre-docketing is indicated by the column
is_predocket_needed
onrequest_issues
- Request Issues need a benefit type of Education or Veterans Health Administration in order to mark as needing pre-docket
- If an appeal is pre-docketed it will receive a task to assign a RPO
- A EducationAssessDocumentationTask will be created and assigned to the EducationRpo type organization that was selected
