[AP] Next Build reverse proxy production bucket (empty) testing for prod

Description

The goal of this ticket is to properly test changes to the reverse proxy via our test plan in the dev environment (www.va.gov).
This ticket is testing www.va.gov pointing to the next build next-content.dev.va.gov s3 bucket which is empty of content.
When testing, a thread should be started in the #accelerated-publishing slack channel to keep the team updated with passing or failing test. All findings should be recorded in this ticket.
