Description

Now that the Schema model (in ticket #18947 ) has been created for Events V3, a Swagger API document needs to be created based on that model.

This document will be key in the creation of the mock/initial API.

User story

AS A PO/PM/Engineer for Events v#
I WANT a Swagger API document created
SO THAT the mock / initial API may be built, thus enabling the FE crew to start discovery/story mapping, as well as further work on the final API to begin.
