1. Circuit Breaker

As a part of the requirements to implement a circuit breaker, useful int he bounty system to give the owner of the bounty a chance to prevent scams after a certain offer was chosen by it.

1. Withrawal by user

Instead of directly sending the money to the chosen offer's owner, hir needs to withdraw the reward on the bounty contract by request.
