Indicate organization team privacy setting

If an organization sets Teams can be public to NO, the team is correctly made private by the api. However, there is no indication of this setting on the team edit page for teams within that organization. The team privacy setting in the api should be cascaded down through the API and reflected in the UI, with an indicator that this setting has been configured at the organization level.
