Split 'How to get started in RAP' out into its own section #133

Is your feature request related to a problem? Please describe.
The 'RAP expectations' page is hard to navigate, despite efforts to tidy it up. There is a lot of information to navigate through. In the 'How to get started with RAP' section, there isn't really an overview or a way of prioritising what to do first.

Describe the solution you'd like
The 'How to get started with RAP' section should be split out into its own page, at the same level as RAP expectations. There could then be some sort of blocks/way of navigating the section to the top and we could suggest how they are prioritised.

Describe alternatives you've considered
Keeping within the page but making it easier to understand what the 'How to get started' section contains
