Enable Mass Selection of Job Zones #3

Currently the circle draw tool is available on the jobs map, but it doesn't do anything.

The desired behavior is to have it add any zones fully within the circle to the current selected zones list.

Nice additional functionality would be switching to removal when control is held and indicating it with a change in pointer.
