Iterate on the check tool and dashboard to differentiate between blocking issues and advisory improvements #629

Context:

  • LPAs aren't submitting their data iteratively, and are waiting till it fully meets the specifications before using the check tool and submitting.
  • This is a problem because it increases the amount of time it takes for an LPA to provide useful data, rather than taking a more iterative approach.
  • Our goal is to try and change this behaviour through encouraging LPAs to submit data earlier.
  • One way of achieving this is by changing the user experience of the check tool by introducing the data quality framework, making a distinction between "blocking" and "non-blocking" issues, and encouraging LPAs to submit data if they have "non-blocking" issues.
