It is not possible to schedule push-notifications

Describe the Bug

Municipality scheduled push notification, but notification were not sent. We tested the issue in the test environment and had the same outcome. Push notification can be sent straight away, but not scheduled for later on both Android and IPhone.

Steps to Reproduce

1. Go to Testumgebung: https://admin.integreat-app.de/testumgebung/push-notifications/de/
2. Click on 'Nachricht erstellen' to create new notification
3. Tick the box "Atomatisch senden" to schedule the notification and set the time (e.g. send the message in 2 minutes)
4. See error (the notification wasn't sent out automatically after 2 minutes)

This seems to be only an issue on production. I was able to schedule & send notifications on cms-test and on admin it didn't work.

Apparently it also works again on production - https://admin.integreat-app.de/schleswig-flensburg/push-notifications/de/
Schleswig-Flensburg scheduled a message this morning at 8.30am for 10am and it was sent at 10.05am...
Why it was sent 5 minutes later than scheduled, we could maybe check that out :)

We got an update from Schleswig-Flensburg, and unfortunately they still have problems sending push notification. At the moment they have an unsent message that was scheduled for today 9:00 am.

Another municipality (Segeberg) also couldn't send push notification. They tried to send them directly (no scheduling) and got the following message: "Nachricht "Freie Plätze im Freiwilligen Ökologischen Jahr für Geflüchtete in ganz Schleswig-Holstein" wurde erfolgreich aktualisiert. Nachricht "Freie Plätze im Freiwilligen Ökologischen Jahr für Geflüchtete in ganz Schleswig-Holstein" konnte nicht gesendet werden. Bitte versuchen Sie es erneut oder kontaktieren Sie eine:n Administrator:in.": https://admin.integreat-app.de/kreissegeberg/push-notifications/de/ It seems like there is some general problem with sending push notification.
