Categorize the config sync for Development and Production

Config sync folder is now only applying for Olivero theme. We are using the sandbox to deploy to our production sites as well.

To Solve:
Find a way to split the exported configs between Development and Production environment in the sandbox, also further development categorize it based on multiple sites (because each site may have different config sync)
