Work with EPNS team to enable notifications feature/[FEATURE]

Problem

DNT holders and registry participants have no notification feature available. If a new district is registered, or one is challenged, there should be a PUSH notification to alert users that action is available and needed.

Implementation

EPNS is working on web3 push notifications using smart contracts and a PUSH network for unstoppable notifications.

Acceptance Criteria

Notification available for all actionable changes.

EPNS (Ethereum Push Notification Services) have created a notification platform based on web3. They are also in the process of boostrapping their solution and offering direct help to projects wishing to integrate!
