Implement a filter on workflow to hide the separator actions

As an FE user, I want to be able to include the hidden separator actions, so I can show it on the Edit Content

Acceptance Criteria

if the user include on the
/contentlet/{inode}/actions?includeSeparator=true
Or
/initialactions/contenttype/{contentTypeId}?includeSeparator=true

Will return also the separator if any
