Description

Shell item margins are incorrect when the shell flyout is first shown on Windows (affects 7.0.96 and 8.0.0-rc.2)

Steps to Reproduce

  1. Add an item template with some margin and enable the flyout
  2. Show the flyout
  3. Hide the flyout
  4. Show the flyout again

Expected: Flyout item templates should display with the margin applied on first show
Actual: Flyout item templates margins are only applied on subsequent shows

Verified this on Visual Studio Enterprise 17.8.0 Preview 6.0(8.0.0-rc.2.9373). Repro on Windows 11 and iOS 16.4, not repro on Android 14.0-API34 with below Project:
