Sometimes a navigation does not go to the top of the page #3767

iOS version

18.2

Steps to reproduce

Navigate to https://remix.run
Scroll all the way to the bottom
Click the Github icon (triggers navigation to github.com/remix-run)
The Github page is scrolled all the way to the bottom.

Expected behavior

In step 4, the Github page should be scrolled to the top.

I'm not sure whether the target page "inherits" the previous page's scroll position, or if it's some other problem.
